Hiring a VP Engineering: What Boards and Founders Should Define Before the Search

The right VP Engineering is not simply the most technically accomplished candidate. The appointment depends on what the organisation must build, repair or scale next.


VP Engineering is one of the most influential appointments a software company can make.

The role affects product delivery, engineering quality, organisational design, hiring, retention and the relationship between technical strategy and commercial priorities. Yet many searches begin with an incomplete mandate. The company knows it needs “stronger engineering leadership,” but has not defined whether the incoming executive must build a team, introduce management structure, improve delivery, address technical debt or lead a global engineering organisation.


These are different leadership problems.

A candidate who is exceptional in one environment may be ineffective in another. The search therefore needs to be built around the next stage of the organisation, not only its current structure.


VP Engineering is a stage-specific appointment


A VP Engineering joining a 25-person engineering function will operate differently from one leading 250 engineers across several countries. The smaller company may require a hands-on builder who can recruit managers, establish delivery discipline and work directly with founders. The larger organisation may require an experienced operator capable of managing multiple leadership layers, coordinating distributed teams and introducing consistent systems across complex product groups.


The title can be identical. The mandate is not. Before beginning the search, boards and founders should define:


  • the current size and maturity of the engineering organisation,

  • the expected size in 18 to 24 months,

  • the main organisational constraint,

  • the relationship between Engineering and Product,

  • the role of the CTO,

  • and the leadership system the company needs next.


What must this person build, repair or scale?


This is the central question.

The strongest mandates usually fall into one or more of four categories.


The builder


The builder joins when the company needs to establish the engineering organisation itself.

Typical priorities include:

  • hiring the first management layer,

  • creating engineering processes,

  • building technical teams,

  • improving collaboration with Product,

  • and introducing delivery accountability.

This candidate often comes from an earlier-stage company and is comfortable operating without extensive infrastructure.

A leader from a highly mature organisation may struggle if they are used to established recruiting, programme management and operational support.


The scaler


The scaler joins when growth has started to expose weaknesses in the original organisation.

The company may have strong engineers but limited management depth. Communication becomes inconsistent, delivery slows and senior technical leaders are overloaded.

The VP Engineering must create a structure that can scale.

This may involve:

  • hiring directors and engineering managers,

  • defining ownership,

  • improving planning,

  • introducing performance systems,

  • and creating consistency across teams.

The best candidate has usually experienced a similar transition rather than merely worked inside a large engineering organisation.


The transformer


The transformer is required when the function is underperforming.

The challenge may involve:

  • poor delivery predictability,

  • high employee turnover,

  • weak management,

  • technical quality issues,

  • misalignment with Product,

  • or an ineffective organisational structure.

This mandate requires judgment, resilience and the ability to make difficult leadership decisions.

The company must also be honest about the level of change required. Senior candidates will want to understand whether the board and CEO are prepared to support organisational restructuring.


The enterprise operator


The enterprise operator leads a large, often global function.

The emphasis is on:


  • organisational governance,

  • leadership development,

  • portfolio prioritisation,

  • operating consistency,

  • executive stakeholder management,

  • and managing complexity across geographies or product lines.


This candidate may be less involved in day-to-day technical decisions but highly experienced in building leadership systems.

The role requires scale, but scale should not be measured only by team size. Organisational complexity, product structure and geographic distribution are equally important.


CTO or VP Engineering?


The difference between CTO and VP Engineering varies by company, but ambiguity between the two roles is one of the most common causes of search and retention problems.


A CTO may focus more heavily on:

  • long-term technical direction,

  • architecture,

  • innovation,

  • technical positioning,

  • strategic partnerships,

  • and external credibility.


A VP Engineering may focus more heavily on:

  • organisational leadership,

  • people management,

  • execution,

  • delivery systems,

  • hiring,

  • and operational performance.


In some companies, the VP Engineering reports to the CTO. In others, both report to the CEO. Some businesses use the CTO title for what is operationally a VP Engineering role.

The title matters less than the decision rights.


Candidates need to understand:


  • who owns architecture,

  • who owns engineering delivery,

  • who manages the leadership team,

  • who controls hiring and budget,

  • and how disagreements between technology, product and commercial priorities are resolved.


Without this clarity, strong candidates may assume the organisation is not ready for the appointment.


Do not hire against logos alone


A well-known company on a candidate’s CV can create false confidence.

The person may have worked inside an excellent engineering organisation without having personally built it. They may have inherited established teams, mature managers, strong employer branding and sophisticated internal systems.

The search should identify what the candidate personally changed.


Boards should ask:

  • What did the organisation look like when the candidate joined?

  • What was their direct scope?

  • Which leaders did they hire?

  • What operating systems did they introduce?

  • How did delivery or retention change?

  • What difficult decisions did they make?

  • What would not have happened without their involvement?


This creates a more accurate view than company names or total headcount alone.


What strong VP Engineering candidates evaluate


The assessment is mutual.

Strong candidates will investigate several areas before committing.


The CEO relationship


Does the CEO understand engineering leadership, and will they provide the incoming executive with genuine authority?


The CTO relationship


Is there a clear division of responsibility, or is the new VP Engineering expected to operate around an existing leader with overlapping ownership?


Product and Engineering alignment


Are delivery problems actually engineering problems, or do they originate in product planning and shifting priorities?


Technical debt


How much of the organisation’s energy is consumed by legacy systems, quality issues or operational instability?


Team quality


What is the strength of the current management layer? Which leaders are likely to stay? Where are the major capability gaps?


Hiring capacity


Can the company attract the calibre of engineers and managers required to execute the plan?


Board expectations


Is the board aligned on the pace of growth, investment and operational change?

These factors influence both candidate engagement and closing.


Common assessment mistakes


Overweighting technical interviews


A VP Engineering needs technical credibility, but the role is primarily a leadership and organisational appointment.


Confusing team size with complexity


Managing 300 engineers in a stable environment may be less relevant than scaling 50 engineers through a difficult growth phase.


Failing to test talent judgment


One of the executive’s most important responsibilities is hiring and developing managers. Their track record here should be assessed directly.


Ignoring cross-functional leadership


Engineering performance depends heavily on the relationship with Product, Design, Customer Success and commercial leadership.


Underestimating communication


The VP Engineering must explain technical constraints and organisational trade-offs to non-technical stakeholders, including the board.



What should be defined before the search begins?


A strong mandate should clarify:

  • the company’s next stage of growth,

  • the current organisational constraint,

  • the expected engineering scale,

  • the relationship with the CTO and Product leadership,

  • the level of technical involvement required,

  • the management structure to be built,

  • the first-year outcomes,

  • and the board’s appetite for change.

The mandate should describe the organisation the leader must create, not merely the organisation they will inherit.


Conclusion


VP Engineering is not a universal profile. The right candidate depends on whether the company needs a builder, scaler, transformer or enterprise operator. The search becomes more effective when the board defines the organisational problem clearly and evaluates candidates against the future state of the business.
